Show user-friendly message when chat quota is exceeded

Summary

When the API quota is reached, the chat interface currently shows a technical error message. Instead, display a clear, user-friendly notification.

Steps to Reproduce

1. Use the chat interface until the API quota is exceeded.
2. Observe the error message displayed.

Expected Behavior

A clear, non-technical message should inform the user that their quota has been exceeded and guide them on next steps (e.g., checking their plan or billing details).

Actual Behavior

The following technical error is shown:

[orchestrator] streamed iteration 0 hit a retryable provider error (attempt 2/5) — retrying in 1186ms: 429 You exceeded your current quota, please check your plan and billing details. For more information on this error, read the docs: https://platform.openai.com/docs/guides/error-codes/api-errors.
