The CI check for internal workflows broken #944

Bug Description
The npx run all script at the root of this repository reports broken linting and index mapping procedures that prevents modifications of /internal code directly.
We should consider whether we still want to use the eslint and the build toolings for index mappings here. Migrating to what GitHub recommends and uses would preferably be the best choice.

Medium (functionality degraded, workaround exists)
Impact Rationale
We are unable to modify the /internal workflow safely at the moment.

There is no failing workflow (which is a bigger problem), because we're not testing this.
