Currently the default behaviour is to extract metadata for every supported resource in the Moodle instance. However there are some resources which it doesn't really make sense to extract metadata for, like the image files that ship with Moodle core.
It would be nice to have some sensible defaults in the extraction_filters setting so that administrators installing this plugin don't have to exclude core Moodle resources themselves, and can just add to these filters if they wish.
