Write Container Behaviour Tests

Decide how to test the container works as we expect it

Examples:

• We can add ADRs
• Commitlint works as expected

Am going to see if can do this with TestContainers and Node in this particular repo at this time.

Need to use the devcontainer cli to build the container as it uses features etc.

Have installed the devcontainer/cli via node, and created a node test capabilitiy.

Seem to be an issue with the npx call within the current test - so still working on that at this time.
