Provide WSL Information on Environment Variables within VSCode

The WSL requires environment variables via the .bashrc that is passed to each terminal when using VSCode.

Provide information on this specifically in the README file.

Have changed this to use .env files so will need to update this issue.

Only thing to note is the ownership of the /var/run/docker.sock needs to be same as container user
