Fix PARDAT proration formatting in town close QC reports

Floating point and/or scientific notation problems is causing the `PARDAT proration` column in the [Res edit](https://github.com/ccao-data/data-architecture/blob/master/dbt/models/qc/qc.vw_report_town_close_res_edit.sql) export to print weird values:
