Summary

not match the rule authority or applicability note. A downstream harness
therefore classifies these as standard applicability review items rather than
generic unsupported coverage.

• Confirm whether CORE-000478 SENDIG 3.0 fixtures should be removed/retagged
  or whether the applicability note should be revised.

Until reconciled, downstream harnesses should probably keep these cases
report-only and excluded from supported accuracy.
