The signature of the editor agreement is not checked by the current submission system

• Initially, we used the signature-detect library.
• However, after further discussion we determined that the library was not stable enough for our requirements, as it was inconsistent, and would detect a signature when it was not present and vice-versa. (we tested the signature detection flow with empty pdfs, which we have signed, but not with signed documents)
• We still have the initial code used for checking the signature, in case it would be needed to implement the signature checking after all.
