There are currently 100 of Spec* files, and this number is going to grow. We should find a reliable, easy way to subdivide the Specs without inviting criticism for questionable, subjective choices. A criterion without fuzzy borders. One is the SSO, but then we're going to end up with a huge ISO subdirectory that needs to be subdivided further. ISO TC37 vs other ISO TCs could work. Perhaps the division should be planned as flexible.
