Add configuration to pyproject.toml

Add configuration to be read from the py-project.toml

configuration should include:

• preset catalog to be used
• repos (or individual hooks) to exclude
• languages and frameworks used.

The command line arguments should always override the configuration

• define a .pc-init.toml that overrides the pyproject.toml
  Resolution:

1. .pc-init.toml in the current directory
2. pyproject.toml in the current directory
3. .pc-init.toml for the user e.g. with platformdirs
