The `createNamespace` option should be configurable

The createNamespace = true option forces a person to use cluster scoped permissions. This is not always allowed and will be a blocker for some people.

This is related to an existing helm issue, there is an open PR for the fix, we are waiting for the fix to be officially released by helm so we can upgrade our action.
