Getting 403 Forbidden when having new Static HTML created

All my existing Static HTML SPA apps work fine. When creating a new one, I am getting 403 Forbidden. I played with Vhost config, checked permissions and made sure everything is in the right order with correct names and directories. Nothing seems to solve my issue.

BTW. even the default config with the default index.html that's supposed to render Hello World doesn't work.
