elevation: normalize z-indexes #66
Description
z-index values are currently sporadic.
A decision must be made related to what order the following elements should appear:
- Tooltip
- Dialog
- Sidesheet (Modal)
- NavBar
- Top App Bar
- Popups (eg: Combobox)
- Snackbar
- Menu
