Problem

The belt requires at least 1 user-created constitutional learning for yon-kyu:

Currently 0 constitutional learnings exist. There is no CLI command or documented workflow to create one.

LearningPermanence definition

• operational: Short-lived, auto-archived on TTL
• strategic: Long-lived, flagged stale in cooldown
• constitutional: Permanent, can only be archived or overridden

What is missing

1. A way for the user to create a constitutional learning (kata knowledge promote? kata knowledge add --constitutional?)
2. Documentation on what qualifies as constitutional vs strategic
3. Possibly: auto-promote a strategic learning to constitutional after N reinforcements

Impact

Belt permanently blocked at go-kyu until this exists. The user has no discoverable path to advance.
