Feature Request: Support for ignore-regex per file

Thank you for codespell, **it's amazing!**

Is it currently possible to specify an `ignore-regex` pattern for individual files? If so, I'd love to know how.
If this isn't supported yet, would you consider adding it? Per-file `ignore-regex` could be really helpful for handling file-specific exceptions or patterns without impacting the entire project.
