"Quartz" problem

i have downloaded the pip "quartz" but it still appear the error:

ModuleNotFoundError: No module named 'Quartz'

i didn't write the
pip install pyobjc-framework-Quartz
beacause it always sends this error

ERROR: Command errored out with exit status 1: python setup.py egg_info Check the logs for full command output.

so i followed this guy to download the "quartz": https://github.com/vladcalin/quartz
but seem it still sending the error

No module named 'Quartz'

ps : i have install the framework and the pyobjc
