Remote attestation risk

Is there a way for the client to verify the enclave without relying on a third-party like Intel RAS? Perhaps using zero-knowledge proofs?

I ask because I think it's possible statechains can be the basis of a decentralized BTC mining pool, but not if there is still a centralized attack vector.
