There are some modules where no OE objectives are defined because they are fully inherited from the Base-PP (e.g., most of the PSD ones). In these cases, the Consistency of Objectives section is currently completely blank because there are no OE objectives to justify, It is recommended that the transforms be updated to include some sort of stub text when this occurs, such as:

"This PP-Module defines no environmental security objectives because the TOE's security environment is identical to what the $name_of_Base-PP specifies."

The solution is to use the <con-op-en> tag to provide the text when there are no SOEs.

The contents of the tag are displayed in any case, and the tag is required, so might as well use it.
