Parsing Test Vectors Script Improvements

• Make the script invokable through uv run
• Remove unnecessary type annotations
• Potentially add options to parse a small number of vectors only

These are all tasks that AI would likely be very good at.

Some formatting differences to Ch.4 of the paper:

• Some operation symbols are different. Ex. "v-" for square root in the script while the paper uses "V".
• RISC-V does not use enable bits
• All exception flags are currently parsed as 'x' in this script, while in the paper different exceptions have different representations
