Try to integrate opt-in telemetry for cot-cli #470
Description
It could be useful to implement some sort of telemetry into cot-cli to learn more about how the framework is used, any problems, errors occurred, etc.
This needs to respect the user's privacy (e.g. it shouldn't accidentally share any potentially sensitive info, and should be opt-in), and we need to figure out what sort of information could be useful for us. In that sense, it's very much an open-ended task for now.
