KIT-5349: Migrate atomic-ipx-refine-toggle

Task Description

Migrate atomic-ipx-refine-toggle from Stencil to Lit.

Acceptance Criteria

• Component has been migrated from Stencil to Lit
• All styles in atomic-ipx-refine-toggle.pcss have been properly ported into the migrated component's static styles
• Vitest tests have been added (atomic-ipx-refine-toggle.spec.ts)
• Stories have been added (atomic-ipx-refine-toggle.new.stories.tsx)
• Playwright E2E test (happy path only) have been added (/e2e/atomic-ipx-refine-toggle.e2e.ts + /e2e/fixture.ts + /e2e/page-object.ts)
• A Storybook documentation page has been added (atomic-ipx-refine-toggle.mdx)
• The old Stencil component has been deleted (atomic-ipx-refine-toggle.tsx)
• The old post-CSS file has been deleted (atomic-ipx-refine-toggle.pcss)
