Inspection/intention to require/add alias for namespace keyword

Requested by @metametadata in this comment, when there's a namespaced keyword like ::specs/deadline, if the current namespace doesn't have a namespace containing the deadline keyword aliased via specs, there should be an intention to require the namespace and/or add the alias.
