feature: Healthcheck for SEQ

Prerequisites

• I have searched for similar feature requests in both open and closed issues
• I have read the documentation to confirm this feature doesn't already exist

Feature Description

Add a new Package for SEQ Publisher healthcheck, in order to ensure proper comunication with SEQ instances, similar to what HealthChecks.Publisher.Seq provided but is, as of today, an unmantained project

Use Case

Provide Health status for Seq

Proposed Solution

Replicate behavior of prior package in order to have a mantained version for Seq healthcheks

Alternatives Considered

Used HealthChecks.Publisher.Seq but in the future could become an issue

Additional Context

I may probably provide an initial PR with most work done, but at the moment wanted to find if there's the need, or if it already is in the work. To ensure no more noise is added to this project.
