lower_bound and upper_bound parameters

When using encoding for the upper_bound and lower_bound parameters in the get_table_rows method, there are cases where encoding an account name does not retrieve the correct data. The eos.NameToString(eos.StringToName(str)) method also does not produce the same encoding as shown on your webpage. I would like to know how these values are generated and why certain accounts fail to retrieve the correct data. Thank you.

The behavior of "upper_bound" & "lower_bound" are similar to C++ Standard Library.
