feat: add tools library hub and chromium-browse documentation page

New pages:
- /tools/ — library hub indexing all Homebrew tap tools
- /tools/chromium-browse/ — full docs for the browsing traffic generator

Also adds a "Tools" nav link to the main mac-security landing page.
