gh skill publish only offers to add the canonical agent-skills topic on its interactive path. cd.yaml calls gh skill publish --tag "$TAG", which skips that step — so releases alone never applied the topic (monorepo#2229). Crossplane was meant to own topics instead (.github #110); live topics are still empty (see the monorepo child tracking that reconcile gap).

• Release path either applies the topic itself (non-interactively) or documents that Crossplane is the sole owner and fails the release/check when live topics diverge from the declared set.
• A green release after the fix leaves agent-skills present in the repo topics list (or the Crossplane-owned path is proven healthy).
