Use a variable group instead of environment secrets for environment url

Currently using environment secrets for environment url. Not everyone feels the need to hide these values. Change to an example that approximates what Azure DevOps has with variable groups. Example here: https://github.com/devkeydet/action-playground/blob/main/.github/workflows/variablegroups.yml
