[Feature]: add agent skills from private repos

Summary

The current version of openwork does not seem to allow adding agent skills from internal/private repos. I get below error
Failed to fetch hub catalog (404)

Testability

1. Go to Settings
2. Click on Skills
3. Scroll down to Available from Hub section
4. Click Add git repo
5. Fill in OWNER, REPO, and REF for a repo that is internal or private
6. Click Save and load

I checked this on current dev and noticed the old Settings -> Skills page is no longer directly exposed in the settings sidebar. /settings/extensions/skills currently opens the Extensions page with the Skills filter, not the older Skill Hub page with “Available from Hub” / “Add git repo”.
