Login pre-cleanup warns about az on custom runners

I get a warning about az not existing on my self-hosted runner, which is accurate since it doesn't exist. I install it after, and it works fine. But the warning is undesirable. :)

Any thoughts on not requiring the az binary to exist before I get a chance to install it? Seems like the pre-cleanup could be done in the digger action just as easily as in a pre-step. 🤷
