create claude skill for this repo named /update-rationale-tool-docs that reviews README.md setup foundation tool setup brew command and generates a sorted list updating any existing tool documentation list entires (if a placeholder "1. tbd" is there, delete it). tool documentation entries should be of form "1. tool - description", making "tool" a online link to tool (preferably github repo). bold link, capitalize description first work, or add punctuation at it's end. tool documentation list should be kept in alphabetical order

additionally, ensure README.md setup foundnation tool setup brew command arguments are also sorted. sort all simple args first, followed by those requiring --cask argument sorted as well (e.g. two sorted lists in single brew command)

Clarification on brew command formatting:

• Single logical command with \ line continuation
• Wrap at 80 columns
• Each cask package prefixed with --cask (e.g., --cask claude-code --cask karabiner-elements)
• Maintain 4-space indentation on continuation lines

• Sorted brew command: regular tools alphabetically, then cask tools alphabetically
• Reformatted brew command with line continuation at 80 cols

• Format: [tool](url) - description (no bold, no leading articles, no caps, no punctuation)
• Removed placeholder entry
