Add GPIO Out handler for IO4 board and implement Ongeki LED support.

I will merge this in later, but before that happens I will need to change how the IO DLLs are loaded by segatools. I need to add an interface version check to the IO DLLs so that old versions of the DLL interface will continue to work.

(Mention is actually unrelated to the code/implementation here -- it's just a footnote about Tau's comment in regards to dll version checks. That commit does contain a currently-untested implementation of an earlier mu3 LED emulator, however I have no strong opinion on which should be used.)

This implementation was initially for my own use, so I didn't think of a better name. This should be changed to gpio_out.
