Enhance themes/templating to better support complex themes

- User needs to be able to customize Twig to add functions, filters, etc. This requires giving access to the Twig Environment.
- Templating/themes need to be able to access information about the build, the file being rendered, toc metadata, etc. This allows the user to create dynamic HTML elements in the templates.
