It might not be possible with the solution-level Build API; It's probably worth looking into #9716 at the same time.

I know the SDK also has a concept of design-time builds to avoid the more expensive tasks; I wonder if it would be possible to use those here. (But they might not output all the needed files.)

I've looked into the design-time builds and they are not enough for our purposes.
