Top bar is cut off

As per title, the top bar seems to be cut off, like in the image below.

Can confirm. For whatever reason, this theme is cutting off the nav bar.

With Steam default skin:

With Dracula:

This is on Windows 10, with a default/lite theme install.

Edit: this only works in the games library and retains the problem elsewhere. This same offset needs to be added to every screen's layout file.
