Update Acquia settings to not use hardcoded project settings file.

Instead of:
```
require '/var/www/site-php/star_wars/star_wars-settings.inc';
```

it should build it based on the env variables.

Also, it should fail with exception if the file is not found, meaning that there is a misconfiguration on Acquia side with env vars.
