[Feature]: Add http->https redirection for services with ACM certificate #3708

Problem
Services running on AWS gateways with acm certificates rely on SSL termination done by ALB. Currently, there are no rules redirecting http to https, so the services are only accessible via https//. Configure ALB to redirect from http to https automatically as already done with lets-encrypt certificates.
