Bad request on Hulaj importer

On actual main branch (last commit d39c6be) I notice that when I run importers, Hulaj importer doesn't work - on the "Importers" tab on admin panel there is information like that:

Bad request results in that no city has Hulaj provider.

In #180 I wrote that we can't fix this due to the problem on the website:

I think we should monitor this site until it becomes available again.

Actually we have to remove Hulaj form the list of available providers, they removed their website completely.
