Package the new code + all runtime dependencies as an OCI image, runnable in Kubernetes as a Pod

@peeqle, a few suggestions for the current WIP:

• Shipping any emulators in the main container should not be needed (e.g. remove packages here)
• Installing qemu here is likely not needed either, qemu-utils could eventually be enough
