Create XML schema’s as utf-8 file

It appeared that the transformation tool now generates schema’s that can contain illegal
characters that are not allowed in utf-8

Indeed a bug, the swiss national codes contain the word Kostenwälzung, which ends up mangled in the umm file. The uml export is correct.

Probable cause is located in the file https://github.com/peter-vermeulen/ebix/blob/master/org.ebix.umm.uml2text/src/org/ebix/umm/uml2text/file/FileWriterEclipseImpl.xtend

The code uses a StringBufferInputStream which is deprecated.
