Fix Pypi build: update and use Trusted Publishing

This issue in echopype raises the problem with long-lived API tokens stored as repository secrets to authenticate with PyPI and TestPyPI and how they should be migrated to Trusted Publishing. It should be eimplemented also for echoshader.

This step could also adress the current error we have in the build
