ECA validation failed for PR #366 despite having signed ECA

Issue Description

I have submitted PR #366 to add file upload size limit with friendly error messages, but the PR is failing the ECA (Eclipse Contributor Agreement) validation check even though I have already signed the ECA.

4. ✅ Linked my GitHub account (SpursJiang) to my Eclipse Foundation account
5. ✅ Waited for several hours for system synchronization
6. ✅ Checked my ECA status in Eclipse account - shows as signed

Expected Behavior

The ECA validation should pass since I have properly signed the ECA and my email addresses match.

Current Behavior

The ECA validation continues to fail, blocking the merge of PR #366.
