Error during publication

When publishing an extension which defines a changelog that does not exist, the following error happens:

Async processing failed: Entry not found: extension/CHANGELOG.md

The effect is that the extension can not be published but remains in deactivated state.

That error happens in the ExtensionProcessor where all files are extracted from the vsix archive to upload to the cloud storage. This happens after the initial validation. We should not fail the publication if the changelog is missing.

A similar fix has been done for the icon afaict
