[Journal Loader] NIH PA Journal Loader CSV location/fields change

What?

It looks like the NIH has changed the PMC public access journal CSV location and some of the fields:

We should test the new downloadable file: https://cdn.ncbi.nlm.nih.gov/pmc/home/jlist.csv

And ensure the journals in the CSV are all still applicable to be loaded by the journal loader.

Why?

So we load NIH/PMC public access journals for PASS correctly.

How?

See above.

Acceptance Criteria

NIH public access journals are loaded in PASS.

pmcParticipation has A, B, C, D but we only record if it is A in the journal loader.
Only A is checked for by the UI.
A indicates that the journal will submit the article to PMC on the users behalf.
All of our journals either of a participation of A or null so it really should just be a boolean flag

If the journal is method A, the user is told that the journal will submit the artticle on their behalf.
If not, the user indicates whether or not they have made an arrangement with the publisher to have their article deposited by their journal/publisher or if they want to submit to PMC using NIHMS.

Investigating new journal list

Now have a column with value Active which indicates the journal will submit the article to PMC.
Did some spot checking and it is consistent with the previous interpretation.
