FIx usage for inspectcsv command

So the cobra wrapper isnt working yet?
Plus we create the generated models in /gen ... but they are not picked up by importcsv yet

So currently we have gen with main.go using a hardcoded country metadata.
We need to change that to use the generated fieldmeta and be run by inspectcsv

OK this now works to generate the models file in gen ... but the static one is required for build and the generated one isnt picked up yet. So we need to make the double build approach work. ie build inspect then build gen models. So easiest fix is to build it in place over a dummy / original models.go and remove the gen folder.

Currently the generated file is broken and only does country. But the issue with making it overwrite models.go is that if it isnt good then it breaks the build.

Bit of a chicken and egg situation here. So just add a models.go file with stub methods so build still runs.

Hmmm we are not handling set primary key and doesnt work with lowercase fields currently
