Deprecate maintainer mailing lists #194

Description

Description

At the 2022-12-15 TC meeting it was decided to deprecate the maintainer mailing lists.

Motivation

These mailing lists are rarely used and mostly create administrative hurdles since the TC isn't necessarily the owner of them, so it becomes hard to govern them.

Exemplification

N/A

Benefits

Fewer chores, lower risk of ending up with a mailing list that we can't hand over to a new maintainer (if the original maintainer isn't able to help us).

Possible Drawbacks

Unclear. I guess there's a point in having a mailing list to contact maintainers, and we'd lose that.

Steps to Complete

  • Deprecate mailing lists on Google groups.
  • Update PROJECTS.md to not link to google groups.
  • Update process for new repos.
  • Remove the google groups that we (TC) see are not needed anymore.
  • Inform Eiffel Community about the decision to not promote the use of google groups anymore.
  • Recommended to use discussion forum in repos instead.
