Potentially misleading toast notifications about AV protection on Windows

See if we can investigate when/why this happens and if its a bug.

• Does it happen when installing endpoint?
• Does it happen when uninstalling endpoint?
• Does it happen when upgrading agent from Fleet?

Theory that maybe it happens on upgrade due to the endpoint process exiting? If so, investigate a better way to do this so the toast doesn't get triggered if possible.

Any news about this? I still consistently get the following popup when updating Elastic Agent with Defend integration in prevent mode and registerd as antivirus on Windows..
