[a11y][major] Chronicle floods the accessibility tree by beat 2 — Do/Declare unreachable for AT users

From rc2 newbie evidence (audit lens 3). By the second beat the chronicle log dominates the a11y tree and the action controls are pushed beyond reach for screen-reader/AT navigation. Sprint-2 (sat→7) item: virtualize/region-label the chronicle (aria-live region + landmark for the action bar) so controls stay reachable.
