Dock shortcut plays error sound for app on another workspace #2838

What Happened?

When I assign keyboard shortcuts to Launch first dock item and Launch second dock item in System Settings, using those shortcuts plays the usual "impossible action" / glass-hit error sound while switching to the app's workspace and focusing it.

This happens even when the target app is on a different workspace, so the app is not currently focused on the workspace I am looking at.

Steps to Reproduce

  1. Open System Settings → Keyboard → Shortcuts.
  2. Assign shortcuts to Launch first dock item and Launch second dock item.
  3. Make sure the first and second dock items are apps that currently have one open window each.
  4. Put one of those app windows on a different workspace from the current one.
  5. Switch to another workspace so that the target app is not visible and not focused in the current workspace.
  6. Press the shortcut for Launch first dock item or Launch second dock item.

Expected Behavior

Pressing the shortcut should switch to the workspace containing that app and focus its window, or otherwise activate that app.

It should not play the error/impossible-action sound.
