WinterTC Conformance

Issue description

Filing to track conformance with various proposals from WinterTC, of which Elide is now a member.

Elide intends to comply with:

• Minimum Common API (Repository): "The minimal collection of Web Platform APIs that ought to be implemented by Web-interoperable runtimes."

• CLI API (Repository): "A proposal standardizing common CLI APIs such as argv and environment variables."

• Fetch (Repository): The server-side standard suited for WhatWG fetch.

Sub-issues will be filed to track each proposal and constituent APIs.
