Data inspector does not appear on context tab and "inspect data" command fails

The data inspector is not appearing as a context command when right clicking a table. using the "inspect data" command returns the following error:

Database is Azure SQL
Login type is Azure AD with MFA

The "Inspect data" command appears only the database context menu and it works only at the database level. If you select a table and then you run the command "inspect data" from the command palette, it cannot work. Maybe the exception should be managed better and the message should explain the limitation.

@jguidera what kind of behaviour would you expect from the command "Inspect data" in the table's context menu?
